Meetings held in Papua New Guinea over 1990-1992 are described. Various groups concerned with literacy, planning, development, and provincial-level (especially East New Britain Province) information and communications services were involved. The ideas of participants are discussed, especially with regard to guidelines for improved information services at the provincial level in this less developed country.
